it seems to me that "boys will be boys" is the jussive at work which is why the simple future seems the way to go but truth be told, the time frame is less important than conveying the sense of inevitabilty.

you can say 

Tengo tres hijos dos varones y una hija. 

I do not know if you can say

varones serán siempre varones

I agree with you that there is a sense of inevitablity but I think that the sence that it will never change is part of that.  I think that Lili's comment was very interesting, that they include the word siempre in the expression in Spanish. 

tienes razón que "boys will be boys" es ambiguo también pero en ingles es una frase hecha y por eso el significado es claro. Por otra parte no es una frase hecha en español y por eso hace falta "siempre". Por lo menos eso es mi explicación.
