thats a good question :-) 
I think its why life is different in germany compared to other countries. Most german start to work early, take a short break for lunch and continue to work until three or four in the afternoon. Most shops close beetween 6 and 8 pm.
I know that in other countries (France, Italy, Greece, US, Southamerica,...) people start working, hmm, at 9 am, take a long break, 2 or 3 hours for lunch and work til 6 or 7 pm.
